Prison overcrowding produces some backwards priorities when possession is treated more seriously than violent crime.

Guard: There isn't enough room. We will have to let a few go. Okay, how about that murderer, that rapist, and, uh, one more. How about this guy? He got busted for possession. Other guard: Oh no, we always have room for these serious criminals!
